Some people have said that hell is other people. In this case, it’s a lot of people. Entire organizations that are dedicated to evil, whether it be through world domination, destruction, or other such means. In no particular order, we will be looking at fiction’s most diabolical organizations in existence, across various forms of media and entertainment.

10. SPECTRE (James Bond)

In the original James Bond novels, the most prominent enemy originally faced by 007 was SMERSH, a fictionalized version of a real Soviet counter-intelligence agency. However, when Ian Fleming teamed up with Kevin McClory to write the script that would become the novel Thunderball, he decided to create a more apolitical villainous group. Enter the Special Executive for Counter-Intelligence, Terrorism, Revenge, and Extortion. A terrorist organization led by the diabolical Ernst Stavro Blofeld.

SPECTRE would become the main antagonists of the Connery-Lazenby era Bond films, with almost every film by the two actors featuring the organization in some form. Their diabolical schemes included the attempted assassination of James Bond, holding the world hostage with a nuclear weapon, and aiding Blofeld’s scheme to become a Baron. Though rights issues would retire the organization after Roger Moore took the role of Bond, Spectre, now no longer an acronym, would make their triumphant return during 2015’s Spectre film, starring Daniel Craig.

9. KAOS (Get Smart)

As a parody of spy dramas, Get Smart naturally featured its own take on the SPECTRE concept. KAOS, an international organization that was at one point listed as a Delaware Corporation, KAOS had a variety of evil schemes up its sleeves. Schemes like creating a ray gun that regressed the mind to childhood, artificially aging enemies with Dorian Gray paint, and even smuggling secrets with children’s toys. Fortunately, counterintelligence agency CONTROL has various agents sent in to deal with this threat, including Agents 86, the bumbling Maxwell Smart, and 99.

8. Red Falcon (Contra)

In the future world of Konami’s Contra, a meteorite fell into the Earth. Inside the meteorite was the Alien entity Java. Brainwashing several humans, Java would reinforce the Galuga Archipelago, this new organization, dubbed Red Falcon, would serve as the main antagonists of the Contra series, as their various attacks on the Earth would become the backdrop for the series to come.

7. The Patriots (Metal Gear)

In the Metal Gear series, The Patriots controlled the United States. A secret cabal of individuals, later AI, formed during the Cold War, the Patriots would absorb the American branch of the Philosophers, another secret society. They received full control of the country, but their existence wouldn’t be revealed until Metal Gear Solid 2: Sons of Liberty. Despite this, their presence can be felt throughout the entire series after that point.

6. COBRA (G.I. Joe)

Led by the mysterious COBRA Commander, COBRA is an international terrorist organization bent on world domination. Their origins and motives seem to vary from incarnation to incarnation, but they have always existed to serve as the enemies of the G.I. Joe organization. One of its more notable appearances revealed it was a branch of the ancient society Cobra-La, but this is not always absolute. Still, one can expect to hear their battle cry, “COBRAAAAAAAA!”

5. Decepticons (Transformers)

The opening theme of The Transformers sums this group up in one line, “Autobots wage their battle to destroy the evil forces of the Decepticons.” Under the iron fist of the ruthless Megatron, they seek to conquer the universe and achieve peace through tyranny. Whether they are a separate race from the Autobots, noble freedom fighters turned cold-hearted terrorists or just an evil empire, the Decepticons can be seen in most incarnations of the toy line and evolved into the Predacons in Beast Wars.

4. Galactor (Science Ninja Team Gatchaman)

A crime syndicate and terrorist organization in the then-future 21st century, Galactor made its public debut by stealing stashes or uranium with a giant turtle mech. Though unknown to most of the International Science Organization, Dr. Kozaburo Nambu knew and trained a counter organization to find their headquarters, the Science Ninja Team. Having technology much more advanced than what the nations of Earth could access, Galactor employed many schemes to control the planet’s resources and take them over. They were led by the mysterious entity “Leader X”, and his lieutenant Berg Katse.

3. Black Ghost (Cyborg 009)

An enigmatic arms dealer group with its own private army, Black Ghost developed its own line of cyborgs to sell them to nations hoping to take war to space. However, a group of cyborgs, including the titular 009, escaped with the help of Dr. Gilmore, a Black Ghost scientist who had second thoughts about his involvement. Black Ghost then had to send other Cyborgs to bring back or kill the deserters, while never abandoning their weapons dealing and other schemes.

2. United Alliance of Evil (Power Rangers In Space)

In Power Rangers In Space, the Universe’s greatest evils came together. This included Rita and Zed’s forces, the Machine Empire, and Divatox’s group, who had all served as villains for the past seasons. As In Space was written as a potential finale for the franchise, this helped signify the end of an era for the franchise. As the rangers desperately looked for Zordon, the UAE continued their schemes to conquer the universe and stop all who opposed them.

1. Shocker (Kamen Rider)

An underground society and terrorist organization seeking to conquer the world, Shocker’s main goal is converting various people into cyborgs and “kaijin”, including the original two Kamen Riders, Takeshi Hongo, and Hayato Ichimonji. After the latter two escaped and waged a two-man war against the organization. Their battles formed the basis for the iconic show. Though Shocker would ultimately be beaten, a revival organization would pop up throughout the Showa Kamen Rider shows, led by the same mysterious Great Leader.
