No system is immune to bureaucracy, not even in the galaxy far, far away. Nor does any dystopian speculative storyline thrive under a heavy bureaucratic grasp. This is where the Bureau of Standards is an important foreshadowing of the Empire’s eventual collapse.

The Imperial Bureau of Standards, as fans have been formally introduced to in Andor, is designed around a multitude of departments that monitor necessary statistical data, including Weights and Gauges, Redundancy and Verification, and Fuel Purity. Generation Tech released a YouTube video further explaining the significance of this level of world-building in Andor, as well as discussing how the rebels will use this system to their ultimate advantage in taking down the Empire.

Step one to overthrowing the government in recognition of the toxic overbearing leadership. Emperor Palpatine and his need for control over the entire Empire at a microscopic level ultimately led to systems such as the Bureau of Standards, wherein additional governmental agencies were enacted as needed for micromanagement purposes. Step two is the citizens who eventually tire of imminent threats and the lack of control or say that they have in their own individual lives. In Andor, fans bear witness to this breakdown at the grassroots level of the rebellion, and we see the enactment of invasive micro-level control at play because of the heist in episode six.

Two characters are provided to demonstrate how this fall from grace will happen. Fans are gifted with one on the offense and the defense who genuinely understand the psychology of what is happening and what will happen. Luthen says to a very upset Mon Mothma that the terroristic attack was a necessary action to cause an “overreaction” from the Empire. On the flip side, Dedra Meero is a high-ranking Security Officer within the Bureau who comments on the fear factor overreaction of the Empire playing right into the hands of the rebels.

As the Empire fights to remain in control, more folks will eventually rise to challenge them for their freedom. In essence, it is truly formulaic, with the Bureau of Standards at the very base of the problem, foreshadowing a fall of epic proportions.
